$112B Gaza Smart City Proposal

The Trump administration has reportedly presented an ambitious $112.1 billion proposal dubbed “Project Sunrise,” outlining a vision to rebuild Gaza as a high-tech smart city featuring AI-managed infrastructure, luxury beachfront development, and modern transportation links. According to the Wall Street Journal, the plan was shared with potential donor nations across the Middle East and Gulf and discussed by senior U.S. officials, including the White House’s Middle East team. The presentation frames Gaza’s future as economically prosperous and technologically advanced—but leaves critical questions unanswered, including who would fund the project and what would happen to Gaza’s nearly two million displaced residents.


At the core of the plan is a condition that may render it impossible: Hamas must fully disarm and relinquish control. That requirement is explicitly acknowledged in the proposal itself, yet Hamas has repeatedly rejected any demilitarization. Analysts note that without the removal of terror leadership, rebuilding efforts are unlikely to move beyond concept slides. Secretary of State Marco Rubio underscored this reality, warning that no serious investment will materialize if another war is expected within years. As rubble, unexploded ordnance, and entrenched terror infrastructure remain, Project Sunrise highlights a growing tension between global visions of peace and prosperity and the unyielding realities on the ground—where true reconstruction cannot begin until the weapons are laid down.
