Congress is sounding new alarms over the threat posed by electromagnetic pulse weapons as China, Russia, and other adversaries develop capabilities that could potentially cripple America's electrical and communications infrastructure without a traditional attack on its cities. Both the House and Senate versions of the fiscal 2027 National Defense Authorization Act contain provisions addressing EMP vulnerabilities, with lawmakers particularly concerned about China's capabilities and the potential threat they pose to Taiwan and U.S. forces. The House Armed Services Committee has also raised concerns that the Pentagon has failed to fully implement established electromagnetic-warfare protection standards and adequately assess threats to the massive transformers powering military installations. An EMP or coordinated cyberattack against those systems could disrupt not only electricity but the digital control networks used to operate critical infrastructure. Congress is now seeking additional briefings and assessments as lawmakers confront what some have described as the growing danger of “blackout warfare.”
The danger comes from the extraordinary reach of a high-altitude nuclear electromagnetic pulse. The phenomenon became impossible to ignore after the United States conducted the Starfish Prime nuclear test over the Pacific in 1962, producing electromagnetic effects that disrupted electrical equipment hundreds of miles away in Hawaii. Today, researchers continue studying how a high-altitude EMP could affect power grids, substations, telecommunications equipment, and other electronics, with the Electric Power Research Institute acknowledging that HEMP can disrupt unhardened electrical systems across large geographic areas. The scenario cited in the congressional debate is chilling: a nuclear explosion roughly 124 miles above the United States could expose an area approaching 3 million square miles—roughly 80% of the country—to electromagnetic effects. That does not mean every electronic device across 80% of America would automatically be destroyed; actual damage would depend on the weapon, altitude, location, infrastructure, shielding, and numerous other variables. But even a fraction of the worst-case disruption could produce cascading consequences in a civilization almost completely dependent upon electricity.
