America Pushes Biometric Tracking

A bipartisan House Intelligence Committee review is calling on the United States to finally complete a comprehensive biometric entry-and-exit system for foreign nationals, arguing that major gaps remain nearly 25 years after the September 11 attacks. The House Permanent Select Committee on Intelligence identified completion of the system as one of 20 recommendations resulting from its year-long review of America's post-9/11 national security architecture. Under the proposal, foreign nationals would provide biometric information when entering and departing the country, allowing authorities to establish more reliably who is inside the United States, how long they have remained, and whether they have actually left. The committee says biometric screening at air, sea, and pedestrian land entries is largely established, but significant gaps remain at sea exits, vehicle crossings, and particularly land-border departures.


The committee argues that modern technology has made collecting biometric information—including facial images—faster and easier, and wants U.S. border infrastructure redesigned where practical so departing foreign nationals pass through locations where Customs and Border Protection can collect their biometrics. The report even says the information could help authorities “build profiles” of travelers and better identify visa overstays, foreign intelligence operatives, terrorists, and other potential security threats. The recommendation is not appearing in isolation. DHS regulations have already been expanded to provide a framework for comprehensive biometric entry-exit screening, while CBP has been testing facial recognition for travelers crossing land borders in vehicles. At the same time, the committee is recommending greater intelligence-data interoperability, expanded use of emerging technology, and closer coordination between intelligence agencies and other levels of law enforcement. The stated purpose is national security, but the technological direction is unmistakable: identity is becoming increasingly biometric, digital, interconnected, and machine-verifiable.
