The government is also updating its national emergency planning framework—sometimes referred to as the country's “war book”—as tensions with Russia, Iran, and other hostile actors continue to rise. Cyberattacks are an especially serious concern because modern power grids, communications networks, transportation systems, banking, and public services are all increasingly dependent on interconnected digital infrastructure. A successful attack does not need to destroy a city to create widespread chaos; taking down electricity, communications, fuel distribution, or water systems for even a few days could severely disrupt everyday life.
