Clerics Declare Hamas Attack as Holy Jihad

Jul 16, 2025

A recent gathering of Muslim clerics in Turkey resulted in a disturbing religious charter that legitimizes Hamas' October 7 massacre as a form of “jihad for the sake of Allah.” The charter, supported by 39 religious organizations and 350 clerics, was released to unify Islamic sentiment around Hamas’ actions and dismiss criticism from within the Muslim world. According to Abd al-Hayy Yousuf, a key figure behind the initiative, the goal was to eliminate doubts and reinforce the idea that resisting Israel is a divine obligation. The charter declares all Israeli land as Islamic territory and brands any concession to Israel as betrayal, framing jihad—including armed resistance and information warfare—as a religious duty.

Held in Turkey, the event was interpreted by Israeli analyst Zvi Yehezkeli as a symbolic statement by President Erdoğan, signaling his support for Hamas-style ideology while maintaining international relations. The signatories include influential figures with large online followings, spreading these messages beyond the Middle East into Europe and North America. The International Union of Muslim Scholars (IUMS), headquartered in Qatar and backed by the Qatari and Turkish governments, was central to the charter. Although some Islamic authorities like Egypt’s Dar al-Ifta condemned the IUMS fatwa for contradicting Sharia, the widespread clerical support for violent jihad underscores growing radicalization. Yehezkeli warned that while Erdoğan plays the part of a global statesman, he is empowering ideologues who justify terror under religious guise—posing a threat not just to Israel, but to Jewish communities worldwide.
