Cook County Makes UBI Permanent

Cook County, Illinois—the second-largest county in America—has officially moved from experiment to permanence, approving a $7.5 million guaranteed basic income program after declaring its pilot a “historic success.” What began in 2022 as a two-year initiative funded by $42 million in federal COVID-relief dollars has now evolved into an ongoing UBI structure providing no-strings-attached monthly payments. The pilot delivered $500 per month to 3,250 households, and county leaders say survey results justify making the program permanent. Backed by organizations like Economic Security Illinois and the broader Mayors for Guaranteed Income coalition—which now boasts 150 mayors nationwide—Cook County is positioning itself as a national model for direct government stipends detached from employment, productivity, or demonstrated need.


For students of Bible prophecy, the acceleration toward guaranteed income systems is more than an economic trend—it is a preview of the coming global order described in Revelation 13. When government becomes the distributor of basic necessities, dependency becomes normalized and compliance becomes enforceable. Universal basic income is increasingly framed as compassionate policy, yet it lays the groundwork for centralized economic control on a scale previous generations could only imagine. As more cities adopt these programs and as federal involvement grows, the infrastructure for future coercive economic systems continues to solidify. What Cook County celebrates as progress may in fact be an early building block of the prophesied Beast-system economy in which access to commerce is conditioned on allegiance.
