EU May Sanction Israel Without Consensus

The European Union has concluded in a landmark legal review that it can suspend certain trade and diplomatic privileges granted to Israel without unanimous approval from all 27 member states. Instead, a qualified majority—17 countries representing at least 65% of the EU population—would be sufficient to revoke key benefits, including customs exemptions and streamlined trade agreements. This legal finding, prepared ahead of a meeting of EU foreign ministers, could significantly impact Israel’s economic ties with Europe if enacted.


The review, obtained by Israel Hayom, comes amid rising pressure on Israel over its military actions in Gaza. While full sanctions or a suspension of the EU-Israel Association Agreement still require unanimous consent, this new interpretation allows for a rollback of specific privileges with far fewer votes. These include Israel’s participation in the EU's “Open Skies” agreement, partnerships in scientific research, and visa facilitation programs. Israeli Foreign Minister Gideon Sa’ar is actively working to block these measures, warning of their potential to cause serious economic repercussions.
