Dr. Udi Levy, former head of Mossad’s Economic Warfare Division, has warned that Qatar has effectively “conquered the West” through influence campaigns rather than military action. Speaking at the International Institute for Counterterrorism’s annual conference, Levy argued that Doha’s strategy is to paralyze decision-making in rival nations by investing heavily in cultural, social, and economic infrastructure worldwide. According to Levy, this aligns with the Muslim Brotherhood’s vision of restoring an Islamic empire. He claimed Qatari networks have infiltrated universities, media, corporations, banks, and even sports institutions, creating a global propaganda machine that shapes public opinion while bribing leaders and silencing opposition.

Levy further alleged Qatar’s involvement, alongside Iran, in orchestrating the October 7 attacks, criticizing Israel for not leveraging that moment to pressure Doha. He condemned past Israeli policies that allowed Qatari funds into Gaza and positioned Doha as a mediator, calling it a deception now evident in documents recovered from Gaza. Levy also accused Qatar of misleading the U.S., including former President Trump, in an effort to undermine the Abraham Accords while expanding influence inside Israel itself. Concluding his remarks, Levy urged Western nations to adopt a firm new strategy, warning them to “choose between the open door of the West and your involvement in efforts to undermine all of its values.”
