The Federal Communications Commission has unveiled a proposal that could fundamentally change how Americans access phone service by requiring identity verification before obtaining a phone number. Under the plan, telecom providers would collect government-issued IDs, legal names, physical addresses, and other personal details before activating service. Officials say the measure is designed to combat illegal robocalls and scam networks, but critics warn it could create one of the largest communication surveillance systems ever implemented in the United States. The proposal would apply not only to traditional carriers but also to mobile providers and VoIP services, effectively ending one of the last remaining forms of semi-anonymous communication available to ordinary citizens.
FCC Chairman Brendan Carr framed the initiative as a crackdown on telecom companies that fail to properly vet customers tied to robocall operations. The agency is even considering rules requiring carriers to retain identity records for years after customers leave and potentially cross-check users against law enforcement watchlists. Fines for illegal calls could reach as high as $15,000 per call if providers fail to sufficiently verify customers. While marketed as a security measure, privacy advocates warn the proposal opens the door to a much broader digital identity infrastructure where communication, identity, and government oversight become increasingly interconnected.
One of the biggest concerns surrounds prepaid phones and SIM cards, which have long been used by journalists, whistleblowers, abuse victims, activists, and others seeking privacy and protection. Under the proposed framework, purchasing a simple burner phone with cash could soon become a thing of the past. As governments and corporations continue expanding systems tied to verification, tracking, and centralized identity management, many see this as another major step toward a society where anonymity steadily disappears and every digital interaction becomes linked to a verified identity.
