According to leaked documents obtained by Apollo News, German state media regulators are developing a system that would legally require platforms like X, Facebook, Instagram, and TikTok to algorithmically boost content from government-approved “reliable” news outlets. Under the proposal, regulators would determine which media organizations qualify for “public value” status, and social media companies would then be forced to prioritize those approved sources inside user feeds. Officials argue the system is needed to combat “disinformation” and suppress polarizing or attention-driven content that dominates modern algorithms.
Critics warn the proposal effectively hands government-connected regulators the power to shape public opinion by deciding what information receives visibility and what gets buried. The leaked paper outlines a multi-stage system in which media authorities designate approved outlets while those same outlets can label their own articles as serving the public interest. The proposal even discusses potential legal quotas requiring a certain amount of state-approved content to appear in user feeds. Opponents also point to Germany’s growing track record of targeting independent or politically inconvenient media outlets, noting dozens of warning letters and sanctions already issued against smaller publishers and journalists under existing media laws.
