Glasgow Embraces the 15-Minute City

Glasgow City Council has approved a major redevelopment plan built around the increasingly popular “15-minute city” concept, marking a significant shift in how urban life is being restructured. The Cook Street Urban Garden project in Tradeston will transform a 4.7-acre site into a mixed-use development offering residential, commercial, and leisure space, all designed so that daily necessities are accessible within a short walk or cycle. Backed by HP Invest, the project is being promoted as a sustainable, people-focused alternative to traditional city expansion and is positioned just 15 minutes from Glasgow’s city center.


Supporters describe the plan as a human-scale vision for the future—one centered on proximity, reduced travel, and tightly integrated communities. Critics, however, continue to raise questions about how such models could evolve over time, especially as similar concepts are paired elsewhere with digital ID systems, surveillance infrastructure, and mobility restrictions. While framed as convenience and sustainability, the broader global trend toward re-engineered urban living warrants careful scrutiny. As cities experiment with new frameworks for daily life, the line between thoughtful design and centralized control remains an issue prophecy watchers are paying close attention to.
