A new policy platform known as “Kids Over Clicks,” developed by the liberal Project 2029 initiative, is proposing sweeping restrictions on social media use for anyone under the age of sixteen. Marketed as a child protection measure, the proposal would ban minors from social media platforms, limit data collection, reduce legal protections for technology companies, and prohibit targeted advertising aimed at children. Supporters describe the effort as a public health response to the harms of social media, comparing the current moment to the fight against tobacco. Yet beneath the language of child safety lies a growing debate over what may ultimately be required to enforce such restrictions.
The central challenge is one that governments around the world are increasingly attempting to solve: verifying the age of every user. Critics argue that preventing minors from accessing digital platforms inevitably requires some form of identity verification for everyone. Whether through government identification, facial recognition, digital credentials, or biometric verification, age-gating systems often become identity systems. Similar measures have already appeared in Australia, the United Kingdom, and parts of Europe, where users are increasingly asked to provide identification or submit facial scans before accessing online content. What begins as a tool to protect children can quickly evolve into a broader system that links individuals to their online activity.
