Government Eyes Device-Level ID Rules

Apr 17, 2026

A new bipartisan bill in the United States would require age verification at the operating system level, dramatically expanding how digital identity is used online. The proposed legislation, known as the Parents Decide Act, would require users to provide their date of birth when creating or using accounts on phones, tablets, and computers. If a user is under 18, a parent or legal guardian would need to verify the minor’s age before access is granted.

Unlike previous proposals that focused on individual apps or websites, this bill shifts responsibility to operating system providers such as those behind smartphones and computers. These companies would be required to build systems that allow app developers to confirm a user’s age through the device itself. Supporters say the change creates a uniform standard and gives parents greater control over what children can access online.
