Greece Unveils Unified Digital ID System

May 29, 2025

Greece has officially rolled out its new unified digital ID system, introducing the Personal Citizen Number (PCN) as the cornerstone of digital identity for all citizens. This new identifier will replace multiple older numbers used across various state agencies, serving as a universal key for interactions with public services. Prime Minister Kyriakos Mitsotakis emphasized the PCN’s role in streamlining government processes, calling it the “key for unlocking any transaction with the public sector.” Set to be accessible via the MyInfo app within the Gov.gr digital wallet starting June 3, the PCN requires users to have Taxisnet credentials and a registered phone number in the National Communication Registry. It is designed to remain unchanged throughout a person’s lifetime and integrates existing data, including the tax registration number (AFM).

The PCN is part of a broader initiative under Greece’s Digital Transformation Strategy 2020–2025. This effort includes over 475 projects aimed at modernizing infrastructure and boosting digital literacy among citizens. The government has also introduced features like the Kids Wallet—an optional digital ID system for children under 15—allowing parents to manage their children's access to online content. Additionally, Greece recently updated national ID cards with 12-digit personal identification numbers (PINs) aligned with the European Union Digital Identity (EUDI) framework. As part of its global digital engagement, Greece joined the Digital Cooperation Organization (DCO) in early 2024, participating in international dialogues on AI ethics, digital economy policies, and tech development across the Global South.
