Hamas says it intends to participate in the upcoming Palestinian parliamentary elections, potentially giving the terrorist organization another pathway to political power after the devastation of the October 7 war. Hamas political bureau member Hussam Badran said the organization plans to participate as part of a broad national coalition when Palestinians vote on November 28—the first Palestinian Legislative Council elections in 20 years. Hamas stunned the region in January 2006 when it won 74 seats compared with Fatah's 45. Analysts believe Hamas may now attempt to run through a newly created political party or coalition, allowing it to satisfy election requirements while avoiding any formal abandonment of its longstanding ideology and rejection of Israel.
Perhaps even more significant is what Hamas says will remain at the center of its agenda: Jerusalem and the Al-Aqsa Mosque on the Temple Mount. Badran described Al-Aqsa as the "core" of the conflict with Israel and accused the Israeli government of attempting to change the longstanding status quo at the holy site. The Temple Mount—Judaism's holiest location and the site of the First and Second Temples—remains one of the most explosive pieces of real estate on earth. Analysts cited by The Jerusalem Post warn that Hamas may be emphasizing political activity rather than military action as a survival strategy following October 7, without fundamentally changing its rejection of Israel. In other words, Hamas may be changing tactics without changing its destination.
