Homeschool Bill Sparks Surveillance Fears

Mar 27, 2026

A proposed bill in Connecticut is raising serious concerns among homeschool families and legal advocates, with the Home School Legal Defense Association warning it could usher in a new level of government oversight resembling a “surveillance state.” H.B. 5468 would require parents to submit annual educational portfolios, allow the state to collect detailed data on families, and in some cases even require permission from the Department of Children and Families before homeschooling can begin. Thousands of families have pushed back, arguing that the bill infringes on parental rights and places unnecessary control in the hands of the state.

Opposition to the measure has come not only from families but also from within the system itself. A DCF investigator testified against expanding the agency’s authority, highlighting widespread concern that the bill overreaches. Students and parents alike have spoken out, emphasizing that homeschooling is not just a policy issue but a deeply personal and effective form of education. The debate underscores a growing tension between individual liberty and increasing government involvement in the lives of families.
