The Pentagon is reviewing how the United States could use tactical nuclear weapons in a regional conflict while preventing that confrontation from escalating into an all-out global nuclear war. Elbridge Colby, undersecretary of defense for policy, revealed that he is working closely with U.S. Strategic Command chief Adm. Richard Correll on a reassessment of America's nuclear employment guidance. Although the details remain classified, the goal is to provide the president and military commanders with more options should an adversary use—or threaten to use—nuclear weapons in a limited conflict. The very fact that military planners are seriously examining how to fight at the lower levels of the nuclear ladder reveals how dramatically the strategic environment has changed. Nuclear war is no longer being discussed solely as an unthinkable civilization-ending exchange; defense officials are planning for scenarios in which nuclear weapons could become part of an actual battlefield.
