Islam Gains New Recognition in California

California has officially added two of Islam's most important holy days to state law after Gov. Gavin Newsom signed Assembly Bill 2017. The legislation designates Eid al-Fitr, which marks the end of Ramadan, and Eid al-Adha, associated with the annual Hajj season, as state holidays. The law does not automatically shut down government offices or courts, nor does it simply grant every Muslim employee two additional paid vacation days. Instead, eligible state and school employees may use existing personal holiday credits or leave to observe Eid, while public schools and community colleges may close through established local procedures and negotiated agreements. The law also permits public schools to conduct educational exercises exploring the history of Eid, and the State Board of Education may develop a model curriculum guide for those lessons.


Supporters describe the measure as a religious-liberty accommodation for California's more than one million Muslims. CAIR-California, which co-sponsored AB 2017, said Muslim students and employees have too often been forced to choose between observing their faith and meeting school or workplace obligations. Critics, however, argue that the legislation raises questions about how California recognizes different religious traditions. Good Friday and Easter are not separately listed as California state holidays, although Christmas Day is already included among paid holidays for many public employees. California has also enacted separate protections concerning Jewish observances, including measures addressing scheduling conflicts involving Rosh Hashanah and Yom Kippur. The debate, therefore, is not that California recognizes Islam while recognizing absolutely no other religion; rather, it concerns what the state's expanding recognition of religious observances says about a rapidly changing cultural and religious landscape.
