Israel’s Knesset has passed the first reading of a contentious bill that would enshrine Torah study into the country’s Basic Law, declaring it a fundamental value in the heritage of the Jewish people and the State of Israel. The legislation, backed by haredi parties and supported by Prime Minister Benjamin Netanyahu, passed 63 to 53 and now requires two additional readings before becoming law. Supporters argue that Torah study has always been central to Jewish identity and should have been formally recognized from the founding of the state.
Critics warn that the bill could create a constitutional shield for yeshiva students who do not serve in the IDF, allowing them to continue receiving state benefits despite Israel’s severe manpower crisis. The debate comes after more than two years of war, as the IDF has repeatedly warned of urgent personnel shortages. Opposition leaders condemned the measure as a political concession to ultra-Orthodox parties, while legal watchdogs threatened court challenges if the bill continues advancing.
