Israeli Envoy Says Kuwait Could Join Abraham Accords Within Months
Another Arab nation could soon establish formal relations with Israel, according to Israel’s ambassador to the United Arab Emirates. Yossi Shelley said on the sixth anniversary of the Abraham Accords that he expects another country could join the agreements within four to six months—and specifically pointed to Kuwait as a possibility. Shelley stopped short of announcing negotiations or a finalized agreement, saying instead that Kuwaitis may be recognizing that the Middle East has fundamentally changed. That distinction matters: Kuwait has not publicly confirmed plans to normalize relations with Israel, and its government has historically maintained one of the Gulf’s strongest positions against normalization. If Shelley’s prediction proves correct, however, Kuwait joining the accords would represent another remarkable shift in a region where formal Arab-Israeli relations were once considered almost unthinkable.
The potential breakthrough comes as the Abraham Accords enter their seventh year. Israel, the United Arab Emirates, and Bahrain signed the agreements at the White House on September 15, 2020, establishing formal diplomatic relations and opening new channels for trade, tourism, security cooperation, and investment. Since then, the Middle East has endured the October 7 massacre, the Gaza war, Iranian attacks, and wider regional conflict—developments that severely tested Israel’s new Arab relationships. Yet Shelley says Israel-UAE relations are now strengthening and describes the two countries as genuine partners during moments of crisis. Kuwait would be especially significant because it has remained more resistant to normalization than several neighboring Gulf states, with longstanding domestic political opposition to recognizing Israel. A Kuwaiti decision to change course would therefore signal that the regional calculations surrounding Israel are shifting in ways few would have predicted only a decade ago.
