City leaders in Minneapolis are considering a significant policy shift that would legalize and regulate venues where consenting adults can engage in sexual activity, potentially overturning a ban that has been in place since 1988. The proposed ordinances aim to remove what officials describe as “stigmatizing language” and introduce updated definitions that would allow establishments such as bathhouses and sex clubs to operate legally under new guidelines.
The original ban was enacted during the height of the HIV/AIDS crisis and prohibited businesses that facilitated what was defined as “high-risk sexual conduct.” However, activists and advocacy groups, including the Safer Sex Spaces Coalition, have argued that the law disproportionately targeted certain communities and pushed such activities into unregulated and potentially unsafe environments. In recent years, changes to the ordinance language have already begun, laying the groundwork for this broader reconsideration.
Supporters of the proposal claim that regulated environments could promote public health by encouraging safer practices, improving access to testing and treatment, and fostering community among participants. Opponents, however, raise concerns about the social and cultural implications of such a shift. As the city council prepares to debate the measure, the outcome could mark a notable change in how local governments approach public health, personal behavior, and regulation of adult spaces.
