For the first time, the Netherlands has officially listed Israel as a potential foreign threat in its latest national security report. The Dutch National Coordinator for Security and Counterterrorism (NCTV) released its Threat Assessment from Foreign States 2025, naming Israel among countries attempting to influence Dutch public opinion and political processes. The report points to an incident involving the Israeli Ministry of Diaspora Affairs, which circulated a document directly to Dutch politicians and journalists—bypassing diplomatic channels—in response to violent clashes in Amsterdam during a soccer match between Ajax and Maccabi Tel Aviv last November.

Dutch officials from the justice, security, and foreign affairs ministries criticized the move, warning that naming individuals in such documents could incite threats or physical harm. During the November violence, over a dozen Maccabi Tel Aviv fans were hospitalized after being assaulted by masked individuals waving Palestinian flags. Reports indicate tensions escalated when Israeli fans allegedly tore down flags, damaged property, and chanted provocative slogans. The NCTV report also raised alarms over reported threats from both Israel and the U.S. toward the International Criminal Court (ICC) in The Hague, emphasizing the Netherlands' responsibility to shield its legal institutions from foreign interference.
