Flock Safety is introducing sweeping new restrictions on its rapidly expanding license-plate surveillance network after reports that law-enforcement officers repeatedly misused the technology to track people for unauthorized purposes. More than 50 officers have reportedly been accused of abusing automated license plate reader systems, with incidents including officers allegedly using the technology to stalk spouses, romantic partners, coworkers, and other individuals unrelated to legitimate criminal investigations. Flock's cameras automatically photograph passing vehicles, record license plates and identifying vehicle characteristics, and make those records searchable by authorized law-enforcement users. The technology has proven useful in locating missing people and solving serious crimes, but the same capability that allows police to locate a suspect can potentially allow a rogue user to reconstruct the movements of an innocent citizen.
