Recently uncovered documents by Israeli security forces in Gaza reveal Qatar’s deep and strategic alliance with Hamas, extending far beyond financial aid. Hebrew media reports indicate that Qatar, along with Iran and Turkey, explored ways to undermine the 2020 Trump peace initiative, viewing normalization between Israel and Arab states as a direct threat to the Palestinian nationalist cause. Hamas placed tremendous value on Qatari support, with then-leader Ismail Haniyeh calling Qatari funds the group's “main lifeline” in a 2019 meeting with Qatari officials. Further intelligence suggests that Qatari and Turkish military bases provided specialized training for Hamas fighters and facilitated the incorporation of Palestinian refugees from Syria into Hamas ranks in Lebanon. Hamas even strategized to boost Qatar’s influence in Gaza at Egypt’s expense during periods of escalation with Israel.
A Hamas memo revealed disdain for Egypt’s attempts at diplomacy, instead praising Qatar for stepping in to seize the opportunity. Iranian officials also welcomed the Qatari-Turkish backing of Hamas, reinforcing the regional alliance behind the Gaza-based terror regime. The documents describe a 2019 emergency meeting where Qatar’s Emir Tamim expressed concern about Oman normalizing with Israel, fearing it would weaken the Palestinian cause. Hamas and Qatari leaders discussed opposing the Trump peace plan, which would later form the groundwork for the Abraham Accords. In the aftermath of Israel’s 2021 “Operation Guardian of the Walls,” discreet financial aid was again promised by Qatar. Despite Qatar’s current role as mediator following Hamas’s October 7, 2023 attack, its longstanding and covert support for Hamas continues to raise serious questions about its dual role as both financier and peacemaker.
