Colombia is facing a dangerous convergence of natural disaster and political instability after a devastating 7.4-magnitude earthquake struck the western portion of the country. The powerful quake caused widespread destruction across cities including Cali and Pereira, collapsing buildings, killing scores of people, leaving thousands missing, and triggering a massive search-and-rescue operation. But while emergency crews dig through the rubble, another crisis is developing. The National Liberation Army (ELN), a far-left guerrilla organization with thousands of fighters and supporters, has issued statements calling on Colombians to engage in "protest" and "insurrection" against the newly inaugurated government of President Abelardo de la Espriella.
The threats come at an especially volatile moment for Colombia. De la Espriella took office only days before the earthquake and has promised a much harder approach toward the armed organizations that have plagued the nation for decades, warning that groups refusing to surrender could become military targets. The ELN and other armed factions have strengthened their capabilities in recent years, raising fears that confrontation with the new government could reignite widespread internal conflict. De la Espriella has also announced significant changes to Colombia's foreign policy, including restoring diplomatic relations with Israel and aligning the country with a regional coalition targeting drug trafficking. Now, with communities devastated, security forces stretched, reports of looting, and guerrillas openly invoking insurrection, Colombia faces the possibility that a natural catastrophe could become the catalyst for an even deeper national crisis.
