Quebec Moves to Criminalize Public Prayer

Dec 1, 2025

Quebec has taken another dramatic step toward enforcing secularism by expanding its already-controversial religious symbols law, marking what officials are calling “secularism 2.0.” The newly introduced Bill 9 would restrict public prayer in parks and public squares without government authorization, ban religious symbols for staff in subsidized daycares, and forbid face coverings for students and educators from daycare through university. These measures build on the 2019 law that barred teachers, judges, police, and other public servants from wearing religious attire while on duty. Officials claim the bill is meant to “respect individual and collective rights,” yet critics argue it weaponizes state power to suppress religious expression—particularly in response to public demonstrations involving prayer.

Quebec’s intensifying crackdown reflects a broader global trend: the marginalization of public faith and the rise of an aggressive, government-controlled secularism. As Western societies increasingly frame religious expression—especially visible, communal prayer—as disruptive or dangerous, they pave the way for a future where state-approved belief replaces biblical conviction. Scripture warns of a coming world system that seeks to regulate worship, and measures like these signal how easily governments can normalize restrictions on faith under the guise of “order,” “neutrality,” or “equality.” Quebec’s new bill is not just a cultural shift—it is another marker in the world’s drift toward a system allergic to public displays of biblical faith.
