Saudi Property Shift Tied to Digital ID

Saudi Arabia has announced that non-Saudi, non-resident foreigners will soon be able to purchase property in the Kingdom using a digital identification system. This follows a recent Cabinet decision authorizing the General Real Estate Authority, along with the Ministry of Interior, the Saudi Data and Artificial Intelligence Authority, and other agencies, to establish mechanisms for implementing digital ID ahead of the rollout of the Non-Saudi Real Estate Ownership Law. The move is part of broader reforms aimed at regulating foreign property ownership, with a governance framework now in place to oversee both ownership and usufruct rights. A specialized committee will be formed within the authority to supervise the sector’s development.


The new law, approved in July, is set to take effect in January 2026. Draft regulations issued earlier this year detail requirements for non-resident buyers, including activating a digital ID through the government’s Absher platform, opening a Saudi bank account, and obtaining a local contact number before acquiring property. The General Real Estate Authority’s board has also been restructured to strengthen oversight, with the CEO now serving as chairman and representatives from several ministries and the private sector included. Together, these changes mark a significant step in opening Saudi Arabia’s real estate market to global investors, while tightening regulatory controls through digital infrastructure.


Saudi Arabia’s move to allow non-resident foreigners to purchase property using digital IDs is more than just an economic reform—it aligns with the prophetic blueprint of global integration and control. By tying real estate access to a government-issued digital identity, the Kingdom is laying groundwork that mirrors the coming Beast System described in Revelation 13, where buying and selling will be tied to centralized approval. What appears to be modernization for global investors also serves as a reminder of how quickly nations are adopting digital infrastructures that can be leveraged for control. Prophecy watchers should pay attention—these shifts in the Middle East not only highlight the region’s prophetic importance but also point to the advancing framework of the one-world economic system foretold in Scripture.
