South Africa has announced plans to create an “Intelligent Population Register” containing biometric data for every person in the country as part of a sweeping effort to combat illegal immigration, identity fraud, and government corruption. President Cyril Ramaphosa revealed that the new system will serve as the foundation for a national Digital ID program, eventually replacing the country’s decades-old green identification books. Officials argue that the existing paper-based system has become increasingly vulnerable to exploitation by criminal organizations, undocumented migrants, and corrupt government employees.
The initiative represents a significant expansion of digital identity infrastructure. South Africa has already been transitioning toward biometric smart ID cards since 2013, but the new register would centralize and digitize identity records on a national scale. Alongside the biometric database, the government plans to crack down on immigration fraud, overhaul vehicle registration systems, prosecute corrupt officials, and hire thousands of additional inspectors to enforce labor laws and immigration regulations. Authorities say these measures are necessary to address growing concerns over border security, document fraud, and unlawful employment practices.
