A lawsuit in Norfolk, Virginia, has revealed just how extensively police surveillance cameras are tracking drivers. Retired veteran Lee Schmidt discovered that his car was logged 526 times in less than five months—about four times a day—by 176 license plate cameras scattered across the city. His co-plaintiff, Crystal Arrington, was tracked even more, with her movements recorded 849 times in the same period. The suit, filed with help from the Institute for Justice, argues that this level of warrantless monitoring violates the Fourth Amendment and demands that the cameras be shut down and the data deleted.
The system in question belongs to Flock Safety, a rapidly growing surveillance company that now claims to be “the largest public-private safety network” in the U.S. Norfolk struck a $2.2 million deal with Flock to run its automatic license plate reader (ALPR) system through 2027, adding to the more than 5,000 police departments, 1,000 businesses, and numerous homeowners’ associations nationwide already using its technology. Flock argues that its cameras only capture “point-in-time” public snapshots and therefore do not constitute unlawful tracking. Still, the lawsuit highlights just how much everyday movement is being recorded and raises urgent questions about the balance between public safety and personal privacy in an age of expanding surveillance.
This explosion of surveillance fits perfectly into what Scripture describes as the coming Beast System. Revelation 13 warns of a world where no one can buy, sell, or move freely without being tracked and controlled. What begins as “public safety” quickly evolves into the infrastructure of control—where every license plate, purchase, and movement can be logged, stored, and used to enforce compliance. These technologies, whether cameras, digital IDs, or central bank digital currencies, are conditioning society to accept constant monitoring as normal, preparing the way for a future global system of total control.
