Sweden is facing growing backlash after announcing plans to place electronic tracking devices on children as young as 13 years old if authorities determine they are “at risk” of being recruited by criminal gangs. Under the proposal, social services—not courts—would decide which minors are required to wear the devices in order to enforce curfews and monitor movement. Government officials argue the measure is necessary to combat rising gang violence and juvenile crime, pointing to increasing numbers of children allegedly connected to murder plots and organized criminal activity. Critics, however, warn the country is rapidly crossing a dangerous line by normalizing surveillance of minors who have not been convicted or even formally charged with crimes.
The tracking proposal comes amid a broader expansion of state surveillance powers in Sweden over the past year. Since late 2025, Swedish police have been allowed to wiretap children under the age of 15 even in cases where no specific crime is suspected. At the same time, the government is lowering the age of criminal responsibility from 15 to 13 for serious offenses. Officials insist these measures are about prevention and protection, but civil liberties groups, children’s rights advocates, and even UNICEF have raised serious concerns about building a predictive surveillance system around children. The proposed devices may resemble watches or bracelets rather than traditional ankle monitors, but the function remains the same: constant location tracking by the state.
Developments like these reveal how quickly societies can move toward systems built on continuous monitoring, behavioral prediction, and preemptive control. Technologies originally justified for safety, crime prevention, or public protection increasingly become tools for surveillance infrastructure woven into daily life. The idea that governments can monitor individuals not for crimes committed, but for what authorities believe they might do, reflects a growing shift toward predictive governance and centralized oversight. As fear and instability increase around the world, populations are becoming more willing to trade privacy and liberty for promises of security, creating conditions that mirror the type of control systems warned about in Scripture.
