The United Nations has set its sights on homeschooling, pushing for sweeping global regulations under the banner of “human rights.” A new UNESCO report titled “Homeschooling Through a Human Rights Lens” calls for governments to impose mandatory registration, standardized testing, and home inspections for all homeschool families. The document argues that homeschooling must align with U.N.-defined “education standards” and “values,” effectively bringing home education under state—and global—control. UNESCO claims such oversight is needed to ensure “accountability” and “quality education,” but critics say it represents the most aggressive attack on parental rights and educational freedom ever proposed on an international scale.
Adding to the controversy, the report’s lead author, Gwang-Chol Chang, previously worked for North Korea’s Ministry of Education—one of the world’s most repressive regimes. Under his supervision, UNESCO now insists that governments have a duty to regulate homeschooling and that failure to comply could constitute a “human rights violation.” The irony is hard to miss: global bureaucrats are invoking human rights language to justify surveillance, control, and ideological conformity in private education. If adopted, this policy would place homeschool families worldwide under unprecedented scrutiny, replacing parental authority with state—and U.N.—mandated doctrine. What was once the parent’s God-given responsibility to “train up a child in the way he should go” (Proverbs 22:6) could soon be redefined as a government-controlled privilege.
