A recent analysis by the Center for Family and Human Rights (C-Fam) alleges that UNICEF, the United Nations Children’s Fund, is promoting sexual materials to children worldwide — including those as young as 10 years old. According to C-Fam’s July report, UNICEF: Attack on the World’s Children, the organization’s programs encourage minors to explore sexual practices, such as foreplay and masturbation, as ways to understand their bodies and desires. Some of the materials also include explicit LGBT messaging, despite most U.N. member states not approving this type of content. One brochure distributed to Ukrainian children as young as 10, for example, describes “all types of sexual orientation as natural” and instructs preteens to think about their preferred sexual practices and discuss them with partners.

Max Primorac of The Heritage Foundation echoed C-Fam’s concerns, claiming that UNICEF is imposing “radical sex ideologies” on vulnerable populations, especially in Africa, and argued that U.S. funding should be cut off. C-Fam also emphasized that UNICEF promotes these controversial materials independently of the U.N. General Assembly’s approval. One UNICEF brochure for Ukrainian teens (ages 15–18) tells readers that “sex happens” and details acts including anal sex, while affirming masturbation as “healthy sexual behavior.” Critics warn that this approach erodes parental authority and imposes a worldview at odds with biblical teaching on sexuality, marriage, and purity, while UNICEF defends its approach as “age-appropriate” education.
