The United States has submitted a draft resolution to the UN Security Council calling for the removal of sanctions on Syrian President Ahmed al-Sharaa and Interior Minister Anas Khattab—just days before al-Sharaa’s scheduled visit to the White House. The proposal, obtained by Reuters, would effectively end more than two decades of punitive measures imposed on Syria’s government, contingent on the Council’s approval. To pass, the resolution will require at least nine affirmative votes and no vetoes from the five permanent members—Russia, China, the U.S., France, or Britain. The move follows President Donald Trump’s June 2025 executive order that rescinded the national emergency first declared in 2004 and rolled back several sanctions linked to Syria’s previous regime under Bashar al-Assad.
Administration officials describe the action as part of a broader regional strategy aimed at stabilizing Syria and integrating it into new diplomatic and economic frameworks under U.S. oversight. Yet the decision is already stirring controversy among lawmakers and analysts who warn that lifting sanctions could embolden Damascus and its allies, particularly Iran and Russia.
