Artificial intelligence company Anthropic is expanding a sophisticated security and intelligence operation capable of monitoring protests, tracking individuals considered potential threats, and attempting to identify dangerous situations before they occur, according to an investigation by The American Prospect. The report points to Anthropic job postings and comments from company security officials describing a shift from reactive security toward “proactive and predictive” threat management. Anthropic reportedly contracts with risk-intelligence company Samdesk, whose technology can monitor rapidly developing events and online information. In one example described by an Anthropic security official, the system detected that organizers had changed the timing of a planned protest near an executive’s location, giving the company roughly an hour of advance warning and allowing security personnel to reroute the executive through another entrance. Anthropic has also described maintaining a “person-of-interest process” that tracks concerning behavior over time to identify patterns of escalation.
The controversy centers on where legitimate corporate security ends and surveillance of lawful dissent begins. A recent Anthropic job posting reportedly sought an intelligence specialist tasked with identifying, assessing, tracking, and investigating threats including terrorism, crime, geopolitical instability, nation-state activity—and “activism.” The Prospect argues that combining artificial intelligence, open-source intelligence, real-time monitoring, behavioral histories, and predictive analysis risks creating something resembling “pre-crime” surveillance, particularly if individuals are reported to police before any crime occurs. That concern is especially striking because Anthropic has publicly drawn a line against mass domestic surveillance: earlier this year, the company said it resisted government demands that could allow Claude to be used for mass surveillance of Americans. Anthropic has also disclosed that foreign state-linked actors and commercial intelligence vendors have attempted to misuse Claude to build surveillance platforms capable of profiling populations, locating social-media users, categorizing political opponents, and generating intelligence dossiers; the company says it banned those accounts and strengthened safeguards.
