A leaked presentation has revealed that surveillance technology company Flock Safety explored a plan that could have transformed hundreds of thousands of rideshare and delivery vehicles into a massive network of mobile license-plate scanners. According to reports, the proposal involved accessing footage from dashcams used by approximately 350,000 Uber, Lyft, and delivery drivers through technology associated with dashcam company Nexar. Instead of relying solely on Flock's stationary automatic license plate readers, the concept would have dramatically expanded the company's reach by collecting vehicle information as participating cars traveled through American cities and neighborhoods. Reports indicate the proposal did not ultimately become an operational partnership with Uber or Lyft.
The implications are significant because Flock's existing network is already enormous. The company's automatic license plate readers capture license plates along with identifying details about vehicles and make that information searchable for law-enforcement purposes. Recent reporting estimates that roughly 120,000 Flock cameras are operating across 49 states. Turning rideshare and delivery vehicles into moving surveillance platforms could theoretically fill many of the gaps between stationary cameras, creating an extraordinarily detailed picture of where vehicles travel. Privacy advocates have consequently raised concerns about how systems originally promoted for fighting crime could contribute to an infrastructure capable of tracking the movements of ordinary citizens on an unprecedented scale.
